This Funding Opportunity Announcement (FOA) invites applications for Diabetes Research Centers, formerly named Diabetes Endocrinology Research Centers (DERCs) and Diabetes Research and Training Centers (DRTCs). Diabetes Research Centers are designed to support and enhance the national research effort in diabetes and related endocrine and metabolic diseases. Diabetes Research Centers support three primary research-related activities: Research Core services, a Pilot and Feasibility (P&F) program, and an Enrichment program. All activities pursued by Diabetes Research Centers are designed to enhance the efficiency, productivity, effectiveness and multidisciplinary nature of research in Diabetes Research Center topic areas. The NIDDK Diabetes Centers program in 2011 consists of 16 Centers each located at outstanding research institutions with documented programs of research excellence in diabetes, endocrine and metabolic diseases. JOB DESCRIPTION:
Fellows work full-time for one year with Human Rights Watch typically in New York or Washington, D.C., or in some instances in another location. Fellows monitor human rights developments in various countries, conduct on-site investigations, draft reports on human rights conditions, and engage in advocacy and media outreach aimed at publicizing and curtailing human rights violations. Past fellows have conducted research and advocacy on numerous different issues in countries all over the world. Recent examples include projects on: civil and political rights in Cuba; criminal defamation laws in Indonesia; the rights of persons with mental disabilities in Croatia; corporal punishment of children in public schools in the US; abuses against migrant domestic workers in Kuwait; and police brutality in Brazil.
QUALIFICATIONS:
Applicants must demonstrate a strong background in international human rights and be committed to building a career in human rights. Research experience, including experience conducting interviews, ideally in the context of human rights research, is required. Field experience in human rights is strongly desirable. Applicants must have exceptional analytic skills and excellent oral and written communications skills in English. Proficiency in one language in addition to English is strongly desired as is familiarity with countries or regions where serious human rights violations occur.
Applicants should be highly motivated and well-organized; able to work quickly and well under pressure, both independently and as a member of a team; juggle multiple tasks; and meet tight deadlines. The Fellowship year will require creativity, initiative, perseverance, and flexibility while maintaining HRW's high methodological standards.
Depending on the fellowship for which they wish to apply, prospective fellows must be recent graduates of law, journalism, international relations, or other relevant studies, or must provide evidence of significant, comparable, relevant work experience. Fellowships begin in September 2012.
SALARY AND BENEFITS: The salary for 2011-2012 fellows is US$55,000, plus excellent employer-paid benefits. The salary for 2012-2013 is currently under review and may be increased.

Call For Proposal 2011: The Global Agriculture & Food Secutiry Program (GAFSP)

Following commitments by the G8 leaders at the L’Aquila Summit in July 2009 and reaffirmed by the G20 Summit in Pittsburgh in September 2009, the Global Agriculture and Food Security Program (GAFSP) Program was established in April 2010.  GAFSP Program is composed of two windows, a public sector window (administered by a Coordination Unit housed in the World Bank) and a private sector window (administered by a Secretariat housed in the International Finance Corporation [IFC]).
 
The GAFSP Private Sector Window (PSW), initially funded by Canada, will complement the GAFSP Public Sector Window to support new and innovative financing designed to increase the commercial potential of small and medium sized agri-businesses and farmers by bringing them into the local, national and global value chains.
 
As of July 1, 2011, there are approximately $48 million dollars available in the GAFSP PSW Trust Fund, which may be made available to projects subject to approval of a donor, Project Investment Committee (PIC). The projects funded by the GAFSP PSW Trust Fund will follow IFC’s policies, procedures, and guidelines on investments and will invest alongside the IFC on the same terms and conditions.  More resources are likely to be available throughout 2011 and 2012.
 
Private sector firms and financial institutions operating in member countries of International Development Association (IDA) that are not in non-accrual status are eligible to submit proposals. Where there is a compelling case, investments may be approved in IDA-blend countries subject to the approval by the PIC and IFC’s management on a case by case basis. Since all proposals cannot be financed with the limited resources available, successful proposals will be selected by the PIC as proposed by IFC based on an assessment of need, policy environment, and readiness of the enterprise.
 
The PIC will decide which proposals will be funded from the GAFSP PSW Trust Fund and will also allocate amounts on behalf of the GAFSP PSW. Proposals will need to be submitted and received by August 17, 2011 to the GAFSP PSW Secretariat via email at GAFSPSecretariat@ifc.org or by courier to be considered for the initial allocations.  Proposal guidelines and eligibility requirements are available on the GAFSP website.
 
Multilateral Development Banks are strongly encouraged to submit eligible investment proposals from their own pipeline for support by GAFSP PSW Trust Fund to co-invest with IFC in the selected projects.

HPC has started to accept applications from Asian participants to "the Program for Human Resource Development in Asia for Peacebuilding" commissioned by the Ministry of Foreign Affairs of Japan (MOFA) in JFY 2011. The Program in JFY 2011 welcomes 15 Asian participants to the Primary Course.

The Primary Course is designed to provide practical knowledge and skills for peacebuilding activities through the Coursework and, if applicable, the Overseas Attachment. The Course consists of the Coursework in Tokyo and Hiroshima, Japan, which will be held from 19 January 2012 for the period of 6 weeks. A few Asian participants may be allowed to join "the Overseas Attachment" as UNV volunteers at various field offices of international organizations throughout the world, if they pass the screening of UNV. 15 Japanese and 15 participants from other Asian countries are expected to participate in the Course.

The argument for more innovation in international humanitarian response is straightforward: innovation has the potential to stimulate positive change through new and improved ways of delivering assistance to those who need it most.
Innovation should be approached as a dynamic process of improvement and adaptation which strengthens an organisations’ or individual’s ability to survive and thrive. Innovation might focus on creating and implementing new or improved products and services, on new processes, on new ways of positioning work, or on new business models. Novelty should not be seen as a good in itself, rather innovations need to judged on the basis of their contributions to improvements in efficiency, effectiveness, quality or outcomes.

The CGIAR Research Program on Climate Change, Agriculture and food Security is pleased to announce an open call for proposals for research on agricultural knowledge networks, innovation, and behavioral change for climate change adaptation. The project will be a fieldwork-based study in India, Nepal, and Bangladesh that utilizes qualitative processes (e.g., surveys at the household and/or village level, participatory mapping or diagramming exercises, etc.), in conjunction with a review of relevant secondary literature. It will feature a gender, social, and economic differentiation component, as well as a visual element, via photo and video outputs. The objective of this call is to improve farmers’ current adaptive methods and abilities, and to encourage or accelerate adaptive change, by first better understanding how and from where farmers get their information, how they make their decisions, and in what instances they choose to make adaptive changes. The first call for proposals for the EEP Indonesia financial support to renewable energy related projects has been launched. The focus of this call is the biomass based renewable energy production and utilization in the EEP Indonesia target provinces in Central Kalimantan and Riau.
The first call for proposals is open for the following types of projects:
  • (Pre-)feasibility studies for renewable energy related investments and projects,
  • Demonstration/pilot projects on industrial applications for bioenergy production and utilization, and
  • Demonstration/pilot projects on applications for bioenergy production and utilization contributing to the development of rural communities.

Evaluation criteria

Only those proposals that gain the pre-set minimum points will be presented in the SC. The Technical Evaluation Team will give recommendations on how to improve project proposals which do not gain minimum points and the NCU TA may assist applicants on request to improve their project applications.

The EEP Central America and EEP Mekong have recently adopted new project Selection Criteria. In view of co-financing opportunites for the EEP and need for the overall harmonization of donor efforts, EEP Indonesia applies these criteria to the project selection in Indonesia (Tentative Partnership Project Evaluation Grid and the Selection Criteria produced based on the documentaion of EEP Mekong is given in Annex 3).

The criteria assess funding proposals for the following aspects:
  • Financial and operational capacity
    • Project management capacity, technical expertise, sources of finance
  • Relevance
    • How relevant is the proposal to the objectives and one or more of the priorities of the component (This could be specified in the call for proposals)?
    • How relevant to the particular needs and constraints of Indonesia or a province is the proposal? (Including avoidance of duplication and synergy with other initiatives)
    • How clearly defined and strategically chosen are those involved (final beneficiaries, target groups, intermediaries)?
    • Have the needs been clearly defined and does the proposal address them appropriately?
  • Methodology
    • Are the activities proposed appropriate, practical, and consistent with the objectives and expected results?
    • How coherent is the overall design of the action?
    • Is the partners' level of involvement and participation in the action satisfactory?
    • Does the proposal contain objectively verifiable indicators for the outcome of the action? Is the action plan clear and feasible?
  • Sustainability
    • Is the proposal likely to have multiplier effects?
    • Economic sustainability: what are the positive (and negative impacts) on the local and national economy?
    • Social and environmental sustainability
  • Budget and cost effectiveness
    • Is the ratio between the estimated costs and the expected results satisfactory?
Extra merits are given to the projects which enhance cooperation between the donor country and project developers and technology transfer.
Minimum contributions by applicants
The minimum contribution by project developers/applicants to the implementation of the project is, as follows:
a) Non-profit NGOs: 20 % (can be in-kind)
b) Universities/research centers: 25 %
    - Private universities/research centers: minimum 20 % cash
    - Public universities/research centers: minimum 10 % cash
c) Government agencies: 25 % (can be in-kind)
d) Private sector: 25 % (cash).
